In September 2017, a planning application was submitted to Hertfordshire County Council for the phased extraction of 1.25m tonnes of sand and gravel for up to 8 years, mobile dry screening plant, weighbridge, wheel cleaning facilities, ancillary site offices, construction of a new access onto Wadesmill Road with phased restoration to landscaped farmland at a lower level at Land at Ware Park, Wadesmill Road, Hertford.

The proposed hours of operation are 7.00-18.00 Monday to Friday and 7.00 to 13.00 on Saturdays, with estimated lorry movements of 80 per day on average.

The application has been submitted by RJD Limited and Gowling WLG Trust Corporation Limited, and follows the refusal of planning permission by the County Council of an earlier planning application submitted in March 2016.

The site is identified as a preferred area in the current Minerals Local Plan.

Minerals Local Plan

As the Minerals Planning Authority for Hertfordshire, the county council is required to plan for future minerals supply and maintain an up to date document. The current plan covering 2002-16 is being reviewed. As part of that review new Preferred Areas are being designation. The current draft of the review MLP removes the Bengeo Field from the list of Preferred Areas.
